Good for those hammer drills not for some hammers like Bosch and Hilti wich actually use oil that resembles very thick transmission fluidI recently asked on here and was told about this stuff. £20 for a small jar but seems to be the stuff

More likely for someone who worked at heights and didn't like dropping their screw driver so drilled it and tied it to themselves via a cord through the hole . We used to ties spanners up like that when working on cranes & tanks/ powerpacks engines incase we dropped them inside just as we'd about to finish the job.The eye-hole is drifted in and tidied up by hand forging, which makes me think that it was a custom modification by the owner, likely in either an agricultural or railway environment.
