Yes. The spacer is needed to get the boring bars and the 30mm bore tool holder on centre.By the looks you need that spacer to get the tool on centre, or hasn’t it been set up yet?
I bought one of these this week, metric gearbox on it, looks exactly the same as yours but labelled as a 11” Harrison.
