No not calibrated, not designed to be. These are just to illustrate size and scale. Only work if the photo is taken 90 degrees to the viewing plane.
Anything that needs to be measured has to be done with calibrated technical equipment.
The circle should appear as a circle in the pic. If photo is taken from an angle the circle will appear as an eclipse, therefore the ruler cannot be used
