I had a set of weights from when my dad ran a grocers shop, they had holes in the bottom filled with lead stamped with a seal which I assume was for calibration?.
Yes that is what the lead and seal are for.
The weights would be machined to a size and tolerance. Then lead added until it reached the stamped weight.
In the 70's the scrap man would melt the lead out. So if you see any old weights with a hole, that's were the lead was.
