I've not see tool holders with an angled clamp plate before . Mine have a slight locating groove on both clamping edges so the blade is fully vertical against the tool tip holder edges., As a consequence I leave my shaped parting blade in the holder and slide it back & forth on the grinders tool rest plat form it's easy to angle and keep at the same angle plus it won't melt if /when the blade gets hot & it keeps your fingers well away from the grinding wheel .Received a spare parting blade as ordered one before I went with the grinder in the toolpost method, annoyingly the bevels that hold it in the holder are not ground despite the listing image showing it
Oh well time to 3d print a jig to hold it and fire up the bench grinder.

I tend to also sharpen all my tool steel & TCT tipped cutters whilst they're still in the holders too for the same reasons New parting blades get ground so they look like the shape of a slice of peach ..pointy at the cutting tip and a lot of clearance.
Then it's sjust a case of a kiss on the green stone with the holder resting on the angled tool rest to sharpen if needed and a light rub with an Arkness ( SP?) stone to kill any burs
