Suspect that's so they can put it on a UK 13A plug without soldering a piece of 1.5mm copper down the back of the fuseI can't see any jumpering, plug or otherwise. I suspect that the two pots on the top circuit board set minimum and maximum current.

Seems there are a number of different length consumables for the pt-31 torch. Going off the main electrode (long, thin on both ends), the Lidl unit uses 38mm part but some are 28mm and some are shorter. I guess if you replace all the bits with a matching set you should be ok.
Anyone else know for sure?
