If its a nasty environment metal workshop with dust grinding etc also lungs to add onto the list , not sure where on the priority list it would go thoEyes, fingers, toes. Protect in that order if you can't get it all at once.

True point , Would rather a little welding or grinding dust in my lungs than eyes I guess. Aside from asbestos which one fibre could ruin you that is but thats probably a little specific....but can withstand damage longer than fingers, toes & eyes, c.f. smoking
I'm not saying it's not important, if you're self-funding PPE it's probably lower down the list. I rarely use a respirator or face mask (except for Covid protection) but I did smoke Marlboro Red for 40 years....
I'm using FFp2 masksEwwww.... that's not good - could you use 'covid' masks as an interim measure until you can get something better?

Yes - grind off all the paint and crap first. The rule on steel pretty much is: First you grind, then you weld.The bucket ones are horizontal fillet welds
The ones on the concrete mixer are vertical downhill on thin rusty painted covered in concrete and zinc steel

only use one handHand held welding shields are for mugs! That's the first thing you need to change.
MIG puts down so much metal so fast that you need both hands to keep the torch steady.
