I see the problem with the tensioner. Strip the pump out the then and replace the bearings maybe?

Does it make the same noise with the A/C clutch engaged?
Depends if the ECU controls the relays or not - if it does, that EMF disapating resistor matters.
I assume you've tested the old relay to see if works or not, and shoved a flying lead between the switched terminals to see if the fan itself works?
that relay issue is a common fault on most pugs
the whine will be the timing belt on too tight,,
ah it vanishes ,, when you spray it , ok , was it an oem belt ,, if not swap it for the real one.
any one working on these , be careful not to over tension the timing belt even by a little as they whine too. I was workshop manager for Peugeot at one time in a former life too ,,, yep ive had a lot of jobs.
yep , id got that ,, just mentioning the timing belt for any one working on one in the future ,, that was all.Nope. Whine was the bearing in the AC clutch. All sorted now.
