It's only for sellers using private accounts rather than business accounts I think.
I've been over it for a while now and only just got the request so just filled it out, most of the stuff that put me over is selling late grandfather's items which doesn't count on the limit as its items you're selling to profit off not old possessions that trips the tax limit
I suspect they mean a calendar year. I noticed today my eBay app has changed from last 90 days to year to date total.

Mrs Robo had to retire early on medical grounds so was getting ESA & PIP, when her NHS pension started she has to inform DWP each time it increases and they reduce ESA accordingly, PIP is not affected.
Spoke to my Auditor about a similar situation. Pointed out we had moved to a smaller house and getting rid of things. Pointed out according to eBay I had made £500 on a bike engine….however,having kept all the receipts for all the bits I had bought for it, it was very evident, very quickly that it was over a £500 loss. His advice,was to keep receipts, but also be aware that items you have had for years that you are now disposing off, can also be written off against your capital gains allowance. Also told to invoice in both mine, and my wife’s name if it was a lot of stuff, as I could make use of her allowances too.. So not really bothered, I can justify the sales. There isn’t a paper trail of me buying things to sell, so no issues there. A lot of this is scaremongering by the misinformed..
Falls under capital gains, but bear in mind it’s a £3k allowance this year, down from £6k last year and £12.5k the year before.
