Reminds me of an incident about 10 -12 years ago in Croydon, gritters didn't get out early enough and the roads froze (and it was snowing), grid lock nothing moved for hours. Some of my collegues finished 6 hours late - well over drivers hours.
Anyway, our buses were/are fitted with cut outs so they will not idle for more than 3 - 5 minutes. If you keep blipping the throttle they keep idling, some ended with flat batteries due to continuous re starting and had to be towed in the following day.

No, I'm pretty sure what I ready, stated even on your own property! I think it was a new law they were bringing in to do with emissions, not the existing law of leaving car idling on public highway, I think that one is to do with you not being in control of your vehichle.yes in the street but it doesnt apply on your own propertyso the carbon emissions must be diffrent on your own property

my x boss had a brand new car 2 days old and left it running to warm up and guess what the open prison is ony 400 yards from the house needless to say . a day later his son was driving past a layby in the estate and the car was there 
they instantly went and got it and had the locks changed . the old bill wernt happy about them moving it but didnt go instantly top take fingerprints it wouldnt have been insured had it disapear again

I have done that to a subcontractor who did so on my refinery. I parked it up next to the security office, took the keys with me and let security know he could come to my office to collect them.
In the meantime, I found it had no tax or MoT.
That was an interesting conversation!
At another site elsewhere, I removed the keys from a tanker running its engine under the loading rack. To make matters worse the reason the driver subsequently gave was that the air system had a major leak and the engine needed to run to let the compressor keep up with the leak! He didn't load that day and that truck was permanently excluded.

Surely its not illegal to wait with a car with the engine idling if its idling to demist/deice the screens as its also illegal to use a vehicle that has iced/misted up screens causing poor visability?
Also those that use warm water to deice the screen how do you stop it icing up as you drive off? Everytime I've used warm water or deicer to clear the screen I end up having to stop 500 yards down the road to clean off the icey, sludgy mess that is now covering the screen. My way is to start the engine up and while its warming up and deicing the inside I'm outside giving the windows a scrape, always works for me.

We used one of those to keep the outside lavatory from freezing up, sadly the slight increase in temperature didn't reach the seat.
I often wondered if I'd leave skin behind.

CBA waiting for cars to defrost.
Fill kettle from hot tap, just cool enough to put your hand in is about right.
Pour over windscreen.
Start it up and put wipers on intermittent, to clear the water off before it can freeze again.
Put kettle away, turn wipers off, go. The heat is just enough to clear any condensation from the inside, then the aircon stops any more from forming.
Works for me. All done in less than a minute. Every time I mention this I get dire warnings of how it'll crack the screen, break the bonding, etc. Not happened so far over 10+ years and four different cars. YMMV.

makes me laugh when i see the addy on tv. autoglass say leave the chip in your windscreen and it will crack . no it wont only if theres a slight run in it then it will travel 
They do eventually crack. It may take years, or it may just take a tap with the palm of your hand, but they will eventually crack. Although the main thing with chips, is the sooner they're repaired, the better the repair. If you can get them fixed before they get a chance to get any moisture or dirt in, you'll end up with a near perfect repair, whereas if you leave them, you'll often end up with a more noticeable repair.

I make my own de Icer
methanol diluted to 10% in a pump up garden sprayer. It the same formation as the stuff in cans. The eco mentalists will be happy as there are no propellant gasses
