Probably. Even human hair will do, or sheep's wool. Or, as Welderpaul suggested, PTFE tape, but don't wrap it flat. Let it "crumple" a bit, as it's being wrapped.

An hour or so and the stopcock is changed.

Sorry to state the obvious….have you opened a tap in the house to allow air out?…Did you count the turns when closing outside valve and count opening?
You haven't bought one of those daft outside taps with nrv to prevent back flow instead of a stop Cock have you, they can be a pain.

I gave it lots of turns when I turned it off.
It did go tight after a while...

Happened to our neighbour...I ended up making a custom tool to turn what was left.
As above...call the water company. When I called them they just replaced the lot...not worth faffing about.

Mine is not a 1/4 turn!
Green plastic hex bit should turn the all-plastic valve underneath but I'd obviously rounded it out when turning it off..
Phillips screw in the center, I've just taken the screw out and wound a screw extractor into the screw hole which has turned it back on again!
I could have just left it and phoned the water company tomorrow but I'm a bit wet and muddy and could do with a shower tonight!
If anyone else is messing with one just check that phillips screw is tight before turning it. I think mine was loose to start with which may well be why it rounded..

Course String might do, animal hair like dog, sheep and human will disintegrate on the thread.
Horse hair/hemp mixed with jointing compound but you can't beat Hemp, failing that, Gas PTFE
