could you not get your old one welded up and re-cut?The cynic In me thinks they've sent me the dodgy spindle they've had on the shelf for a while that they didn't know what to do with. 99% of people wouldn't check the runout.

Yep, someone else’s returned item, I expect. Request a replacement, that is in spec, would be my next move - but depends on how much ’six times’ is. 6 times virtually zero may still be pretty good, but six times the specified maximum run-out would likely trash cutters in short time and/or reduce bearing life.
Their next obstructive move would likely claim it is a hobby machine, not rated for commercial use.
