Just posting the cart I have assembled recently.
Used a smaller tool cart because I kinda like the idea of keeping all the welding related stuff in one place in drawers so it stays relatively clean in the workshop. Supporting frame is made of 50x50x3mm (i think) aluminum angle with stainless rear axle. Welder is secured to the top with aluminum brackets. Metal rods are inside pvc pipes.
Still need to make some foam inserts to organize smaller items in first drawers and figure out some sort of torch hanger thingy.

This is where I'm at with a trolley for my mig.
It started out as a fire extinguisher station that I pulled from a skip which turned out to be made of very light tube and box.
I should have put it back in the skip and started from scratch.
Maybe next time.
I wanted it to be as low and compact as possible and I also wanted the welder to swivel on the trolley so I can get at the front panel without moving the whole thing.
Added a couple of hooks to have somewhere to store the leads tonight.
At some point I'll call it finished and give it a coat of paint, but not just yet.

On the contrary my dear Dcal, what you have there is a work in progress or Pre-Production Development Vehicle!
You can add or modify it to suit your needs as you use it and it will grow into what you need to suit you. 
The pivot is a bloody good idea and just what I want for my Tig welder so I can use a piece of tube I have resisted throwing away!
I'l buy you a pint next time I'm in Antrim for that idea.

It does work a treat and it's really stable and maneuverable.
The welder is sitting on a bit of ply and can just lift off but is well locked in normally. Might add a strap nut it feels ok.
I've only a 3mt torch for bodywork which works well for thin wires (never have a feed problem) but it does mean I need to get the welder close to where I need to weld.
I also have a 3 post lift installed in a garage with a 3mt high ceiling so can rarely get a vehicle as high as I'd like but I can usually get the welder under the car to where I need it.
Had thought about putting another degree of movement by making a pinned joint perpendicular to the vertical post (so the welder could rotate in the horizontal plain) but that would be just mad.

Ah right enough, it just has the straight neck on it which makes it a pain to use other than in clear spaces.
I am not sure if I still have the adapter I made for it, if I do I could send it but you would still have to get a swan neck and I don't suppose they will be that cheap.

That’s a banging ideaNot exactly a welding cart, but my welder is usually at work so, I have modified site box its does get moved with a pallet truck so could be called a cart, very loosely....

Theres also a 50 amp plasma cutter and dual voltage rod oven, plus LoHi rods in the bottom, which covers most of my jobs...

If anybody is interested how its laid out, a closer look.
The welder pivots out on a double layer shelf unit, with the foot pedal under the inverter, the earth and tig torch hang on the side, the whole unit just lifts of the pivot pin post.
Stored in the box is an electrode stinger and a 17 gas cooled tig torch for max ampage tig.

Here's progress on my trolley/bench so far. Intend adding a hinged extension to double or treble worktop surface, and some cable hooks etc.
Enough height to allow for a TIG unit above MIG (hence 2 bottle clamp)
Also the ring roller I made from a bunch of bearings, to curve the 3mm plate for the bottle clamps, which worked reasonably well.
Sure I could have done stuff easier/better but all a learning curve!
Tubing is probably unnecessary heavy (using 2 & 2.5mm), and 3mm strips for top a little bendy so needed a central support adding underneath.
Generally happy for a first effort though
