The lower three welding voltages look good. The fourth seems a little high but that could be normal for this machine.
Maybe the transformer primary should have 240 Vac applied to the red an black wires, the yellow being an earthing point?
Red was replaced by brown and black by blue, in our UK wiring colours. In this application though it makes no difference as it's AC.
Otherwise, the transformer looks dead but the relay's a mystery!
