Personally I'd just disconnect the cable feeding the garage at both ends and then test the cable....then test the ring in the garage separately (while the feed is disconnected).
Testing when everything is connected up is a bit difficult I reckon.
If you have any sort of conduction between the LNE with the cable disconnected then you have a cable problem (assuming the cable has no accessory boxes....if it does these should be disconnected and each cable length tested)
