Having digested the above regulation, I'm sure it is interpreted as the "welded bush" being the "mounting" point of the backstay, ie the same as the plate welded onto the bottom of the tube main and front bars, the brackets welded onto the turrets are then the "reinforced plates" which are more than 60cm2. It also doesn't specify a thickness of the reinforced plates although I have used 2mm plate, most of the ones I've seen are usually only 1 to 1.5mm.
If you look at drawing K20 it doesn't show any reinforcing plates between the mounting triangle brackets and the arch.
