"Can a non-qualified, but otherwise competent, person, legally issue a minor works certificate for non-notifiable work?"
Doesn't that competent person thing now also include having to have passed the latest edition of the electrical regulation exams & hold a current certificate to that effect .?
I'd deffo use a wired up plugin RCD plug inside the dwelling and take the light feed cable out the wall inside of a plastic pipe then clip the cable in place to the lights . If you move homes it can be taken out and go with you .
