Getting away from the question, and still without a definitive answer:

"Can a non-qualified, but otherwise competent, person, legally issue a minor works certificate for non-notifiable work?"

If you haven’t had an answer by the morning I’ll ask our spark. He knows stuff like this having had lots of student apprentices. I seem to remember you are working towards a qualification

- what is it
- how far along are you
- do you have anything set up already in the way of mentor / site experience?

As an aside, I really like how the NICEIC work (I am not an electrician, I know some of you hate it), and if there’s something you’re unsure of you can phone them up and ask for advice. I’m sure there are many downsides, not least the cost.

Hmmm, boils down to litigation if things go wrong.

If you are a nearly trained electrician ( I don't know where you're at careers, qualifications), the qualifications and regs mean nothing to me, then if it's covered by an RCD, followed by, you know...

You've covered your behind as much as any competent / signed off electrician could.

So I would just do it myself, at least that way, you know, you did it properly and it's safe.

Just my thoughts.

If I've understood you're question correctly... The wiring regs are only advisory not law (but good luck trying to argue against them in court) but the wiring regs state that somebody only has to be 'competent' not necessarily 'qualified'. So my take on that is part P aside legally it is irrelevant.

It's that letter P that is the biggest pain in the backside.

I'm a fair bit out of date now though so my take on it may have now changed.

Doesn't that competent person thing now also include having to have passed the latest edition of the electrical regulation exams & hold a current certificate to that effect .?

I'd deffo use a wired up plugin RCD plug inside the dwelling and take the light feed cable out the wall inside of a plastic pipe then clip the cable in place to the lights . If you move homes it can be taken out and go with you .

No, no requirement for qualifications but in practice you wont get it signed of by the council without them, if its needs notifying

Any that needs electrical installation certificate needs notifying
Any thing that needs only a minor electrical installation works certificate no requirement to notify

If you are coming from an existing circuit just adding cable to it then it's an alteration.

If you implicitly understand the results and all other requirements thats could be effected then yes.

But housing association might want you to be registered thats an unrelated issue

No you can't... if you are not registered with a professional body you can't self certify

In Theory for a minor works cert you can issue a cert yourself, however, you have no way to prove competence, so it may well open a can of worms with the housing association.

i was asked by a mate that lived in a housing assocation to sort an outside light just replace i said i could but as its there problem let them do it

not the same as you are adding a circuit

id be asking them for written confermation before doing any thing as the hoops they get you to jump through are normaly masive mum lived in a place she has problems with her hands and the front door was very heavy we spoke to them about removing the fire closer on her own door only for medical reasons oh we would need a letter from the doc and some goverment body to say there is nothing else that could be done and only then we would book it in but as not high priority cold take a while before it was removed

i said is she supossed to be a prisoner in her home ?

Legally, all you need to do is comply with Part P. What I would be more concerned with, given you are charging for it and there will be a paper trail - is liability - do you have insurance? If not I wouldn't touch it with a bargepole.

Reread it, non notifyable work doesnt need notifying.
Just compliance with bs7671 design, construction, inspection and testing.

Most of the people who have responded are electricians actively in the trade.
