Legality question: Electrickery

Is it legal for me (a "competent" but unqualilfied person) to do a non-notifiable electrical job for someone, for money, and issue a minor works certificate? Or do I have to be a member of a "competent persons's scheme" like NICEIC?




It's replacing a "courtesy light" above an outside door with a pair of widely spaced (4m apart) floodlights.

So modifying an existing circuit so would require the issuing of a cert.
Do you have all the test gear to do the testing?

Yes. All the gear. Not taken my AM2/Level 3 yet though - so not "qualified", and not a part of the NICEIC.

I know how to test, and how to fill in the form.
Just need to know if I can sign it off myself.

unfortunately i can post a pic...........a friend recently asked me to have a look at the light in his garage.............this had been there since the house was built (circa 20-years)...........the line and neutral disappearing out the bottom of the pic were not even connected to anything, just taped together with some black tape......Im not a professional, unqualified in the eyes of the law, but in my opinion a tad more competent than the spark who put this in!!

Housing federation owned.
MrsEgg needs lights for safety reasons.
fed won't pay, but wants a certificate.
MrsEgg can't afford lectrishun - but she has me.

Housing Federation will probably want an Electrician who is either Nic or ECA registered.

If you're a competent person you can carry out electrical work. If you're in business you can charge for that. If the work you do falls under part P of the building regulations then either you need to be a scheme member or you need to work with building control. But, any property owner can specify additional requirements if they chose. Councils, churches, housing associations etc will often insist on membership of a professional body.

By the sound of it, the options are to fight to get them to do the required work. Or leave the existing installation as is and fit whatever you think best outside fed via a 13a RCD Plug inside. Then you are not part of the fixed installation.

The letter just says "electrician" - nothing about competency schemes etc.

Does this mean that, housing association requirements aside, it *is* legal for me to complete minor works?

If its non notifyable as prescribed by part p then you can do it and not notify building control, but must comply to bs7671 obviously that means testing. I test and certificate everything even small jobs as a minor works certificate will help keep you out of prison should you miss something and their house burns down or someone dies.

This does mean knowing how to fill out a certificate properly plenty of people can't, also qualifications or lack of will be used against you in court

And example is the job im on did my minor works discovered huge faults which could have lead to a fire and several points of possible electrocution all unrelated to my work.

i thought if your replacing lights out side if already there its ok to change them but adding a circuit means part p ands needs cert with test data
