How to cut rebar down a hole?

I'll let you know. I've often used the power file to remove rusted bolt heads, M12, 8.8 grade, and it didn't take long, so rebar can't be that harder.

drill the rest of the hole at say 50 mm to the depth you actually fancy ,,, trim the upright you have till it fits a couple of inches below surface level , but above the re bar ,,, weld in a piece of smaller diameter tube to suit new smaller hole ,,, when fitted it will look like all the others , and with the new concentric pipe welded in it will be grand , its a hand rail , not a mooring bollard.
just a thought .

...Or, cutting a haunch out of the planned banister at the depth of the rebar.
Looks like there's plenty of depth there already, before the rebar.

I'd have a go at breaking up the concrete surrounding the rebar a bit more and then attack it with a reciprocating saw. You can get some long blades that should reach that.

I found that the chisel end on a concrete breaker made light work of rebar stuck in some concrete I was bashing up recently. Went through it like it was lead. Wasn't down a hole though.

Why over complicate?

Use a smaller drill to drill down as far as you need then take a check out the rail.

Be reet.

Move the hole; drill at an angle and put a bend in the rail so it comes up at the right spot.

Tricky to get it bang on but a darned site easier than moving that rebar. I think you're on a hiding to nothing getting that out of a neat hole.

I appreciate it would be better to get it deeper but if the holes either side of it are able to go down full depth and the rail is pretty sturdy then any load should be shared between the 3 posts (Or worst case the 2 posts if this is the very end one)

You can actually get specific drill that will cut through rebar if you google it, they are not cheap though and im not sure if they will do the size you need either looking at that hole

Yeah I normally wouldn't bother as it probably is deep enough but it is the end post which will also have a bit canterlevered out from it unsupported.
