whats the hole for?
Chain drill a series of small holes across the areas you need to cut then drill again with bigger dia bits. Finish off with sharp cold chisel
drill the rest of the hole at say 50 mm to the depth you actually fancy ,,, trim the upright you have till it fits a couple of inches below surface level , but above the re bar ,,, weld in a piece of smaller diameter tube to suit new smaller hole ,,, when fitted it will look like all the others , and with the new concentric pipe welded in it will be grand , its a hand rail , not a mooring bollard.

I'd just get a 70mm holesaw and go for it - it might not last more than the one hole against the concrete, but itll cut the rebar.

Thats also a good idea but it will take 2 days and a round trip to Inverness to get a 50mm coring bit which would be a last resort.
