I agree with 8ob my money is on a piston/head gasket not valves

Was the engine cold when you tested it? If not you need to do the compression test again, this time on a hot engine as that's the recommended way to do it.
Try running the test after putting a few drops of oil down the bad cylinder via the plug hole. If the readings improve that's an indication that it's likely a piston or bore problem as the oil forms a temporary seal.

Well I haven't had a great deal of time to work on the car today but I did manage an hour or so...
I may have found part of the problem, and I have definitely found where the oil was coming from...there Is a crack In the valve cover that the oil has been leaking through slowly...
As I started to tear into getting the head off I removed the cam belt cover and found a piece of the inlet side cam wheel as it fell out when the cover was pulled away...4 teeth have broken away from the cam wheel in a chunk...
I think the low compression may be because of a bent inlet valve if the cam belt skipped when the wheel broke...belt is still intact with no signs of damage but think I will take this opportunity to replace it and the water pump...
Going to look at another focus tomorrow as the Mrs can't afford to have time off work again if something else goes wrong, and atleast if it does go wrong with the next one I have a spare car she can use once ive sorted this one, or a full cars worth of spares if I decide not to fix this one

This is where I am at the moment...
Not had time for a lot of work on the car but the head is off and I've found the issues...
First issue to find was this
That's the drive wheel of the inlet camshaft...the more astute of you may notice that the segment on the left isnt big enough to fill the gap...I am still missing 2 teeth but no idea where they are...
When I got the head off I also found this
Difficult to see on the photo but the top right valve (exhaust cylinder 2) has a crack in it...about 2/3 of it goes right through and I can prise it open slightly with a blade so I'm confident that is where the compression was going.
Pistons look ok, bores appear clean, head gasket was fine but obviously not now...
Viewed another focus the other day, had no mot but the guy said it would have one if I wanted the car...he rang me yesterday to say it failed on head light beam (bulb not seated correctly) and an advisory for a broken exhaust hanger (no big issue) so he is bringing it around later today to do the deal once it's had a retest.
Strangely when I rang my insurance to tell them I wanted to swap details from an 02 1.6 Zetec focus 5 door to a 52 1.6 Zetec 5 door focus my insurance came down by 100 quid a year...they couldnt tell me why but I didn't argue lol

I've given up trying to figure out how insurance companies calculate premiums and come to the conclusion the person on the phone just has a hat full of numbers to pick from...
I got pulled in the new focus tonight...apparently the car was showing no insurance however I showed the copper my email confirming the changes to my policy, he went back to his car for a few minutes then confirmed I was actually insured...then he noticed the gun slip on the passenger seat...took longer to confirm my FAC than it did to confirm the insurance...30 mins longer in fact...fortunately I was on my way home rather than on my way out so I wasn't too bothered about the time...he didn't want to see the boot full of rabbits though
