i did suggest that but i must admit i haven't got much experience with generators

The regulator box on the things used to sense and regulate off of the one winding.
If it is the same as they used to be, it can't be the regulator,if one winding works.

Have you tried measuring the voltage on the terminal block ?
Its the first place the output windings go.

are we going round in circles? You must measure between 1 and 4 and 2 and 3 only, these are your two windings, you did say in one post that you had 113 v on both?
One other thing is that the engine speed is correct, if it is running slow you will have output problems. I would guess either 1,500 rpm or 3,000 rpm.
