In NZ and Australia it's recommended to use them at both ends. I think one state in AU requires them at both ends. The torch end ones are normally a bit smaller and lighter than the bottle end set. If your torch doesn't have any protection built in I would say its a good idea to have them on the torch too to protect your hoses.
Hoses aren't cheap down here in the bottom of the world so the smaller torch end FBA are cheap insurance for your safety and protecting your investment in your gear. I have 30m hose that cost more than a decent set of OA regs not mention I'm not to keen on navigating past an angry flaming hose to turn the bottles off if a flash back were to burst the hoses and catch fire XD
