Mmmmmm, best to do the job right first time no messin. I would say the way forward would be to forget the dehumidifier, it is too complicated and potentially dangerous.
Best thing to do is get one of those free energy hydrogen kits off of ebag-no energy costs there. Vacuum out the air and hermetically seal the H unit inside your garage and attach a long rope and extension lead to the corner of the block-work. Eventually the Hydrogen will lift the whole building up and high into the atmosphere where there is a lot less moisture thus curing your condensation/rusting issues. When you want to do some welding just pull it down again and immediately get in and start welding-nice dry mig wire'll feed through lovely. Job's a good un.. But in an effort to assist the question, you will draw a couple of litres of water a day so trickling it out to a bit of waste ground won't cause a problem. On the other hand the neighbours may think you have installed a dodgy toilet with an overflow and call the council on ye!
