When I was cutting my geabox brackets I removed the brunt of the material with the plasma cutter then finished with angle grinder and die grinder.
I would either use a hole saw or plasma plus die grinder for finishing.
Depends how neat you want the hole.

32mm step drill?
It would also require drilling from both sides, if the material is 8mm thick.

Nope it is quite conviently the largest size on my step drills (from Lidl I think they were) so you can do it in one.
You're right. Should have checked mine first... 32mm.

Also (reasonably) cheap Chinesium, but it looks a lot more like the ones I've used successfully on stainless pipe and plate and available next day. I have no experience of the one in the link. Plenty of similar on Amazon, ebay, etc if you search for "32mm tct hole saw"

I've used mag drill cutters in my mill and lathe tailstock, chuck on my pillar drill isn't big enough to hold a mag drill cutter

I cut around 30 50mm holes in 6mm SS with standard holesaws. Set up the Meddings Drilltru to half it's normal lowest speed and used plenty of cutting fluid. Used two holesaws.
Client wanted a 60mm hole in 4mm and 'kindly' bought in a chinesium hole saw. It just polished the surface as it smoothed out it's teeth.... Silverline IIRR.

I've got 2 sheets of 3mm or so steel cut by laser with holes from 20mm up to 100mm or there abouts. Great for this kind of thing if you can drag the tip with your plasma. I suppose you can space it off the work with some plastic just e ough so with tip doesn't touch the work if you can't drag.

My mag drill works fine on thin stainless as you can put a thick bit of steel underneath for the magnet to stick onto.
Once the stainless is more than about 3-4mm thick the magnet won't hold.
Depending on the design of the mag drill you might be able to clamp it to the stainless?
I'd be using a tct holesaw. The holes drilled around the edges trick works well or flood coolant.
I've done big holes with standard tooth holesaws before just by using flood coolant.
Washing the chips/swarf out is more important that cutting lubricant. I've used a cheap pillar drill sat outside on a workmate before and flodded it out with a garden hose on a low trickle.
Use just enough pressure to get it cutting and keep the pressure constant. I've used a plastic milk bottle filled with the right amount of water hooked over the handle and left it going by itself. When the bottle drops off the quill retracts and clears out the cut then I just hook it on the next handle next time I walk past. Did a 70mm hole in 12mm 316 like that as I didn't want to spend the money on a tct that size or faff about setting it up on the mill..
Another option is use a template the correct size and chain drill it then a normal holesaw will take out the rest pretty quickly.
Drill the center with a 1/4" first (or whatever size your holesaw uses)
Use that hole to bolt a couple of thick washers on. Match up washer size and drill bit. Ie, if you want a 30mm hole and can find some 24mm washers use a 3mm drill bit to follow around the washers with.
If you want to increase precision use a bit of tube that slides over the drill bit as a guide.

Would be worth trying a test cut first and seeing if the plasma produces a cut that you are happy with.

Made or designed a blowback plasma torch that cuts as well as a sl60 on a cutmaster 61? Just wondering . I know the sl60 is 800 dollars . And I just made a start cartridge for a ag60 torch and it cuts like a dream. The only reason I spent 100 plus hours experiencing with my design is because a guy traded me a citmaster 51 for fixing a recoil for a minibike on a Sunday when my shop was closed.but it had no torch and I really didn't want to spend 800 dollars on a torch just to find out the machine was junk. So I sat on it for about 3 years and found that the igbt was bad got a new one from ebay . But it would not pilot . And found out that a spark has to be created .by opening a short circuit . . Anyway I turned an ag 60 into a blowback torch. I have not found anyone online that has made a blowback cartridge or anything . And none of the big name plasma makers don't share that info. . I'm just wondering if anyone thinks that I might be able to pattent my design and make some money . Really want to know how much interest in this I might have please ask around and get back to me.
