2.5D is different features on different Z heights that are mostly 2D profiles.
3D is full 3 axis interpolation (i.e. 3 axis constantly moving together). This requires a number of passes and very long/fine finishing passes.
Bottom line: full 3D takes a lot of machining compared to 2.5D.
