...what glue would you use?

Sorry to be vague, but it might depend on what valve caps you choose.

If you choose rubber/plastic ones then a flexible adhesive (flexible gel superglue) between them and the aluminium outer would be good. If you choose stainless steel ones, then JB Weld would be good and would stop the two parts touching and corroding.

But how can they seize, when you take them off for the weekly tyre pressure check……

Most do not lift their bonnets let alone check their tyre pressures.
