Because the exhaust gases will be drawn into the inlet easier than 'fresh' air, which has further to go and more resistance, so little or no airflow = little or no fuel injected. - quite common on the DW / Puma, we used to make a 'diagnostic' blanking plate from a coke can, if it fired up straight away, quote for an EGR valve + time to get the siezed one out...
