What is going on across the road in the second picture? There are seven or more piling rigs there.
With the picture showing the a/c units, how much is the ground sloping? I have always understood that a 360-type machine needs a level, stable platform from which to work. If the only place it can stand to be level is on the higher level paved bit, it will need rubber tracks and you'd have to check the reach. To me, a JCB 3CX looks like a good bet - the side shift of the boom will be good for working parallel to the building, the dipper will allow it to sit at the top of the slope and do its work, the 4-in-1 bucket will allow it to grab excess material without pushing it around and dump in a skip.
With a small machine the blade is used to level you. It is not there to doze stuff really.
With blade facing down hill push the blade down until you are level. A 3cx is a beast of a machine in those circumstances.
Also if the road is public and you want to work off it you will need a permit
