Land Rover used to produce a manual quadrant rachet assembly that fitted in the centre under the dash clocks on Series L/R that attached to the throttle cross shaft in the engine bay....... ie: a mechanical hand throttle (pore mans cruise control...) couldn't you rig one up, if you can get a tachometer on the engine, or buy a cheap eBay electronic tacho and monitor the output shafts of the PTO/belt drive for the welder?
I remember my dad's SII having one of those, he would use it for a fast idle to warm the engine.
