It's a good idea but I would have thought as @julianf wants to store machines in the space, and head height is at a premium, laying a membrane and 4-6 in slab on top is probably not so great and the existing floor possibly sucks up damp, digging it up is more likely the best course.

I'd be starting at the far end myself and dig/barrow towards the exit.
Reckon once the compaction is broken it should just fall apart if it's just soil/stone.

If you can't get a machine in there I'd get hold of a heavy breaker like a TE3000 or similar and have a little go with that. That sort of floor is generally very easy to break up by hand. There will be exceptions but looking at it I would expect it to break up readily.
