I would consider it "engine specific" - I was trying to find a Utube video for an engine rebuild on an Austin 7 - maybe a post on an Austin 7 Forum (they surely must exist) would put this issue to bed - as it is quite intriguing.
I've done valve springs on various engines, including on a Lister stationary engine without a tool, I just pushed the washer down with a pair of pliers. I've also done a CB900F, all sixteen of the blighters, shims and all.
