Can't see it at that length, have you ever tried to take a tyre off a rim with the old manual one? T'aint easy .

@The_Yellow_Ardvark where/how did you come by them? Could they be a 'one-off someone need for a specific purpose, e.g. a homemade project?

They were in the box of bits a friend gave me.
I understand they came from a local car boot sale.

If it's a valve spring compressor then wouldn't it have a screw thread to keep the spring compressed, or grips to make it more comfortable to hold?

Not necessarily. I've never worked on a side valve engine, but all that you need to do is to compress the springs, remove the split collets or pin, and then release the spring.

I would consider it "engine specific" - I was trying to find a Utube video for an engine rebuild on an Austin 7 - maybe a post on an Austin 7 Forum (they surely must exist) would put this issue to bed - as it is quite intriguing.
