No, but you can return it under the eBay money back guarantee as faulty...whether it was tested on not, if it doesn't work now the testing is irrelevant

Yep send it back and ask them for a returns label so they have to pay postage that should stop them doing that again that will cost them 15 to post to you and 15 to have it back

Like the man said, do an ebay request return, chose 'item faulty' on the reason for return menu, ebay should then issue you a free return label.

Does your plug have a Chinese magic dragon fuse in it ? Poof it's gone . Out of 16 tested supposedly 13amp fuses nine blew starting up a Skillsaw .
I went and purchased some old fashioned fuse wire . Carefully drilled out the ends of the cartridges got the wire and sand out , kept the sand safe in a pre used ladies hair dye dispenser . Soldered in some 15 amp fuse wire refilled the fuse with the sand and then soldered the last end up . Problem solved , my clip on ammeter showed a 12 amp load .

Update...having received the exact same welder from Rapide and video recorded it all,unpacking and plugging it in (using a 13amp plug) side by side with the one from ebay,and both labelled up,to show that I am not doing a scam. The ebay purchase does not work. So that is going back
