Unused gas cylinder recommissioning...

As Steve said, if the cylinder is at your place of work its likely they are paying rent on it, many companies have unused cylinders standing about wasting rental money. contacting BOC and reporting a found cylinder could drop you in trouble with your boss, I would determine the status of it first.

before they went round and counted them u could have a sindicate one set of legit bottles and 3 sets of hookey ones good old ici used to leave them lying around on site ready to be lifted and share the 100 quid rental £25,00 each putting green collars on the bottles soon put paid to that scam

In years gone buy BOC reps used to call in count bottles to see if you had more than you were renting, have seen them remove bottles in trailer.
Went to the toilet in a factory once to find I could not get into the cubical, waited around no sound asked any one in there/ as the boys were all ways up to tricks & thought someone might have locked door & climbed over.
Went & asked foreman is every one here? loos locked! AHH he said that's the bottle store if the BOC man calls we just say the rental bottles over there against wall & let him have a wander around.
BOC have always been difficult to deal with & expensive, would love to have been able to charge for ordering my products on top of cost.

No.

Their business model doesn't allow for people inheriting cylinders and them filling them.

It works on them owning cylinders, renting them, refilling them and having them tested etc.

I'm not sure what happens about cylinders which are nicked, disappear when businesses go bust etc, but I'd guess they remain BOC property as far as BOC and the law are concerned. I wouldn't willingly go to them with story about how I've come by one outside the usual rental deal, much less talk about wanting it refilled.

A few months back, I saw a full size argon cylinder dumped by the side of the road. A couple of people stopped and were chatting about it, but nobody wanted it. You couldn't go and get a deposit back on it and weighing it in for scrap would be dicey because it's still BOC/Air Products property.

It hadn't been dumped there because anybody will pay a tenner for an empty cylinder.

We don't have a rep, we are literally a mile from a local BOC premises. I'll phone up and enquire.

On the other hand, you could just let sleeping dogs lie and forget you ever saw it.

You're not going to get BOC to refill this with argoshield and treat it as rent free and you just might stir up a storm you'll wish you hadn't.

Yes he is and there has been cases of people being prosecuted for "selling" BOC bottles

The only people who produce BOC cylinders are BOC, and they never sell them or give them away.

The only people who can legitimately possess them are people BOC say can possess them; agents, people with a rental agreement, people who've bona fide found them and want to hand them back to BOC.

If you are trying to sell a BOC cylinder you've found on ebay, you're trying to sell something you don't own and you are doing it on a public auction site. I don't think it would wash to argue that you were selling the gas not the cylinder either.

It's a bit like trying to sell a hire car you've found parked on your drive one morning.
