It's a ground floor flat, so you can imagine all the paperwork involved, etc.Different rules in Scotland. I believe this would be notifiable if the work is done to a flat, but not in a house of two stories or less.

The worst that can happen is that they will want a certified professional to do it.Might be worth an ask. If they say no you're where you are now but you might hit the right person & get a yes.
If you do ask it might be worth finding some sort of use that doesn't involve powering hot works
