This is probably the simplest way actually, but I’d make the sides bigger than they need to be and trim as required, they’ll be a nightmare otherwise in 2mm steel.
The beads may be difficult to form neatly and without distorting the whole piece. How’s your welding? Thinking outside the box, could you replicate them with beads of weld? That will obviously introduce heat distortion but it may be worth a try?

They're strengthening ribs aren't they rather than beads though I think that's what you meant? Depressed / hollow underneath, and raised on top. Often achieved by warming and beating the piece over a suitably shaped round bar or pushing it in on a press. I've seen it done on home made inner sill and floor panels.

Perfect - remove the other, make two new ones that do the job that look the same as each other. No-one will be any the wiser as your MOT man won't remember what they look like as they will have forgotten when the last time they tested a Sierra that didn't have 1/4" of underseal blathered all over it to hide the rust/filler/pigeon **** repairs from last MOT.Mostly to use really but with some semblance of it looking reasonable.
Reading all the above suggestions I think I have the basis of an idea. I can't just remove the old ones as one is missing, so I have to make at least 1. I will see if the one I have is salvageable though.
