Hydro = relating to fluids/hydraulics i.e. a Hydrometer measures the density of fluids
Hygro = relating to moisture i.e. a Hygrometer measure the amount of moisture in a gas
And to get the full geek on, both originate from Greek, with Hydro meaning water, and Hygro meaning wet/moist.
(Hydro however can also be used to relate to Hydrogen)
