Rubber washer above and below the stainless aperture.

rubber wont dont it and even if you did a rubber washer inside of the top hat it will sink as you tighten the nut
the best way ive found is a bit of window bottom as you can make a nice solid square with a hole drilled into it that really makes a good solid tight fit and when you tighten up its solid and self supporting
1/2" or 3/4" window bottom the better one being the thicker window bottom and you can get that free off most building sites and window fitters

Why do they describe it as chrome?
That is for a single hole mixer tap. I think he has individual hot and cold (hence the top hat washers suggested above).
