Probably not stuck down but held open by a big snurg of carbon from the inlet ( egr excrement). At a guess I would say that the previous mob have cleared codes that would have given a decent fitter an indication as to the starting problem,its a lot harder to determine a fault with no codes , especially if it wont start.

I have seen diesels of late that have intake manifolds so blocked they cannot run properly.
