yep you can get cheap kwh but high standing charge or vice versa depending on how much you use. some don't even have the standing charge

The standing charge is for the supply to the property, not just the meter, same as line rental on your phone.
Regardless of who owns the meter as far as I'm aware you'll still have to pay it if you want gas.
I may have already told this, but early this year EDF / Enedis fitted the French equivalent called a Linky, chap was in and out in under an hour, showed me how it works, all fine. Three months later a knock at the door, woman from Enedis - ‘I’ve come to read your meter’, no need says I, I have a Linky! Woman says the system isn’t working, we’re having to read them manually...
Same, I got a resistered letter from them, saying that they were unable to get a reading, unit not working and that their meter reader guy couldn't access it, and I was to take the reading for them. I just called, asked how they managed to install it without access, still in the same place, nothing has changed access is fine...... as for me taking readings, the whole point of the linky was for remote readings, if it's not sending them, it's obviously broken, so you better send some to fix it....ok agreed, that was a month ago, no one yet, waiting for the next letter...

if its that smart why does it need collecting??you will find the reference under business side of it it hasnt been implemented onto normal customers bills yet

but the collection charge is 220.00 per year to collect all the data from your smart meter
so do away with the meter reader and charge the customer to collect the data from there meter

Having meter readers was back in the good old days when they was usually someone in the house of a day. What proportion of homes have that now?

Actually quite interesting seeing the electricity consumption gradually increasing as the boys got older then dropping as they left home and the step-change in gas when I had the cavity insulated.
...
The spreadsheet for the light fittings and bulbs (lamps if you must) is another matter.
