hmm... you've got me thinking now... I can't remember that 2 prong thing at all
either they didn't all have them, or we didn't have any problems with them so I didn't pay it any attention
now I think about it... on the earlier engines I'm pretty sure that cold start advance is driven mechanically, from some sort of wax stat on the thermostat hosing and a cable down to the pump
looking at photos again just now you have an EGR valve, so must be a very late engine, 2000 or 2001 I think - I'm not 100% sure on year but it's deffo a late one
I'd either remove the egr or jam it open - most vans I saw had a cable tie holding them wide open
The egr is supposed to have a rod working it, I think from over to the injection pump
it's 20 years since I've seen one and the ones we had didn't have them - or maybe one did and it was cable tied open
for a tractor I'd look at removing the egr valve and fitting an air filter right onto the manifold
