Haha, it certainly looks like it's built like a tank, old school and very solid! Ah, so if it's 24v, connecting it up to a single 12v battery might not have shown anything? Will see if I can find two that hold charge to try with 24v.Those old sip ideals were built like tanks,i had one,huge machine(and have to admit,never missed a beat),i think if i remember,the motor are 24v DC i could be wrong,so you'll need to check this out.

Thanks for the welcome Mike, good to be here, looks like a great resource.As it's a DC motor, chances are it has brushes which could be sticking. if you can locate where they are then a blast with some switch cleaner and a tap with a screw driver handle may free them up. Note even though the OUTPUT of the gearbox may run very slow, the motor may run at several hundred rpm's

Good point with the brushes. I need to take disconnect everything anyway, so will see how easy it is to get to them. It seemed dead as a dodo, though, but maybe firing in the full 24v will give it a boost too.
