Been contemplating this for a long while. Looking at some of the preposterous prices for shredders for PTO. The shredders I've had/have tend to be a bit on the coarse side and prone to issues with largest branches 4" say, anything bigger sawn into firewood.. So I'm attempting to make one, using very inexpensive 85mm carbide cicular blades. It'll consist of 2 ganged sets of 10 blades pulling down into centre. Spacers between the blades will limited depth of cut and stop jamming. The result should be coarse sawdust running off tractor pto. Blades are cheapos at £20 for 20 blades. So no great investment. Won't break the bank. Obviously gearing still to be added.
