Just looks like just a breakout board for connections.
You can't really check with a multimeter effectively apart from if it is getting the 5v between Red/Black wires.
You could put on the mV range, put the negative probe on black and positive on the Green or White and rotate the encoder and see if you get any readings but it won't really tell you much more than it is outputting something, you really need a scope to see if it is a decent output.
I have seen the LEDs in old encoders going, if that is what has happened then that may be an easy replacement, did some for a friend and his old lathe, they were a PITA as they were glued in position which was not easy to do.
