Just had a look there is one on the App Store but I don't imagine it's very acurate. It uses your phones light as a Strobe and you vary the strobe rate until the object appears stationary
whats it called and is it free? interested in trialing it as i know the speed of my grinder so could compare its reading to that

Did you try it in low daylight ?The one I downloaded doesn't work...just tried it on my 18v drill, started at max and worked my way down and not once did it give the illusion of the drill being stopped
