I'm no expert but as far as I know drying cement quickly will give you a very weak slab!
I think it may be the opposite?
Less water will slow the reaction. Also less water will make for a stronger job, as the particles are not kept as far apart.
Water is to make the job react, and make it workable. It will react eventually whatever, and, providing you can work it, and get rid of voids, I'm under the impression a dry mix will be stronger?
