I once saw a cylinder with the valve half dissembled and a 6mm ish spanner on the square key.Ok how else would you close the valve. Long noise pliers I guess....
How i dont know, the guy was convinced that was correct you had to remove the big brass anit tamper cover.

there was a spate of o/a fires around here mostly in garages with old perished hoses and a total absense of fb arrestors
the bigger companies have to get people in to inspect the gear and im sure they get scrapped after 2 years regardless of condition , it might raise insurance issues too
air liquide and the new style boc bottles have the gauge incorporated and a simple one operation switch off {seen lots of people ,{well platers} turn the spindles out several turns put the bottle key in there tool box , best practice is to turn acetylene on half a turn and leave the spindle key on the valve so no running around like headless chickens looking for the bottle key should an incident occur

Most places won't sell a gauge on its own because they can't easily get them for a start. Hi-Lo and Gas-Arc won't sell me parts for regs anymore, as I'm not legally allowed to fit them.
And nor are my customers qualified to fit them as it's not a qualification you can easily come by.
I don't want to upset customers by saying I can't get replacement parts, but I don't want to be sued because I sold something that was wrongly specified or improperly fitted and causes an accident. If a customer busts both clocks and fits an outlet (low pressure) gauge in the high pressure port because he took them both out and thought the locations didn't matter and it blows up in his face and blinds him, who is liable?
Me? Him?
Certainly not the reg manufacturers that's for sure, as they will state chapter and verse the BCGA guidelines regarding regulator repairs and they are very clear on the subject of untrained uninsured persons or companies working on pressure systems.
Does the average business want the risk of costly litigation to make a few quid selling a gauge or stem when you could do the safe, easy thing, and sell a new reg? No.
