That's exactly what it is. A tab/bracket just covers the bearing to stop it rattling outIf it's off a TZ or RS it won't be cheap to replace!
That's a poor bit of design with that hole so close to the others, must off a Honda then...
It looks like a fixing for a tab to stop the bearing moving, could you not weld that up?

Welding will distort the casing. There's no question of that.
The bore we can remachine, but can we remachine it to finish required without removing any more material from the rest of the bore, no probably not, which then requires welding the whole bore up and distorting the casing more.
Can you bolt through the casing to do the same?It's just a M6 bolt from one side. That holds a little plate over the bearing (big hole) next to it
