UPDATE:
Thanks to Scotb I bought the timing tools and reset the timing, pump & inlet cam where out so engine fired up.
only to be sort lived as the crank oil seal at the timing belt is leaking like a fountain!
Was starting to annoy me sitting doing nothing as i cant see this engine builder standing over the job as it feel like it was a friday afternoon job. dont have faith in him now so now rechecking all he has touched on engine.
